COMMUNITY ENGAGEMENT
MASS CAST PLACES
1. Background
On Thursday 14 October 2010, within the Closing Ceremony of the Delhi 2010 Commonwealth Games at the Jawaharlal Nehru Stadium, Glasgow and Scotland will make the first public statement to the Commonwealth and the world by presenting a Handover Ceremony that will set the scene for the four years leading up to the delivery of the Glasgow 2014 Commonwealth Games.
The Handover Ceremony will mark the start of an amazing journey for athletes, citizens and communities of Scotland and the Commonwealth towards the biggest sporting event Scotland has hosted.
The performance will involve a mass choreographed dance routine with a cast of approximately 400 amateur volunteers from all across Scotland and from all walks of life. The performance will take place on the field of the spectacular Jawaharlal Nehru Stadium which has been redeveloped for the Games and will host a capacity crowd of 65,000 for the Closing Ceremony. The performance will be beamed live across the Commonwealth to an estimated of 1 billion people with many millions more watching the performance as it is re-shown on television and the internet in the days, weeks and months that follow.
2. Opportunity
Each Local Authority across Scotland is being offered 3 fully funded places within the Mass Cast and these places are to ensure involvement of members of the community who may not ordinarily be interested or involved in such a project. This is an important investment from the Organising Committee ensuring that All of Scotland can be part of the journey towards the Glasgow 2014 Commonwealth Games.
This aim is to establish a network of people that will be motivated by the life changing experience of being involved in the Delhi 2010 Flag Handover. It is then anticipated that this network will develop the knowledge, understanding, profile and audiences in their local area for the Glasgow 2014 Commonwealth Games.
3. Criteria
The criteria for these Community Engagement places within the Mass Cast is as follows:
· A good basic level of physical fitness, self-motivated and enthusiastic
· Ability to commit to the following rehearsal schedule in Glasgow:10 & 11 June 2010 and 20 September to 8 October 2010
· Ability to commit to the performance schedule in Delhi: 12 to 17 October 2010
· 18 years or over on 10 June 2010 (or 10 October 2010 if you would be able to stay at home for the rehearsals in Glasgow)
· No medical conditions preventing exercise, physical exertion, air travel, travel vaccinations and periods in hot environments
· Consent to all advice and necessary requirements as dictated by the Project Doctor e.g. travel vaccinations and medical and emergency attention in Delhi
· Full UK or other passport allowing travel to India and valid for at least 6 months beyond 16 October 2010 (16 April 2011)
· Consent to any necessary security and background checks
· And most importantly you must have pride, passion, dedication and a willingness to learn!!!
4. Recruitment Guidelines
The recruitment process will be the responsibility of each Local Authority however please note the following:
· We would like to create the opportunity to recognise and reward people who regularly make a contribution to their local community through volunteering, in particular those involved in the 17 sports within the Glasgow 2014 sports programme (i.e. Aquatics, Athletics, Badminton, Boxing, Cycling, Gymnastics, Hockey, Judo, Lawn Bowls, Netball, Rugby 7s, Shooting, Squash, Table Tennis, Triathlon, Weightlifting, Wrestling)
· The dance performance level required for these places will be achievable from rehearsals as long as candidates have a good basic level of physical fitness
· It is important that each Local Authority uses this opportunity to engage with sports clubs, voluntary and community groups and networks in the process to select these Mass Cast members. This will encourage the involvement of individuals and groups who would not normally engage in such a project.
5. Launch
The first media activity specific to the Handover Ceremony will take place via a launch of the project concept and cast recruitment strategy with the key message being ‘get involved’. The confirmed date for this media launch is Tuesday 30 March 2010.
The call to action will be to visit www.glasgow2014.com to obtain information on how to get involved and therefore final information will be required for the website by 17.00hrs on Friday 26 March 2010. We intend to provide information specific to every LA area and this will be on two aspects, 1) the process that an LA has agreed in order to recruit the 3 Glasgow 2014 funded Community Engagement Mass Cast places, and 2) the key contact in each LA area for further information on the self-funded opportunity.
In terms of the first aspect this should be a form of words provided by the LA that summarises the process and then provides an email address for further information. If the process is unknown then an email address to contact for further information would suffice. The second aspect would simply be an email address of the person to contact in each LA area for individuals and organisations to register an interest in the self-funded opportunity.

Glasgow will use the existing Glasgow’s Volunteering Network to request nominations for these 3 funded places. Only individuals already involved in volunteering with an organisation will be eligible to apply and nominations must be supported by the associated organisation. There will be an e-flyer created to support this launch and we will send this to you on Tuesday 30 March for you to circulate and promote to your networks and marketing lists.
6. Mechanism and Timeline
The mechanism and timeline for this aspect of Community Engagement Mass Cast recruitment is summarised below:
· Handover Links to confirm to the Handover Team that they accept these funded places and will manage the recruitment process by Monday 22 March 2010
· Upon confirmation, Handover Team to issue Handover Links with full criteria and recruitment advice (this document) by Thursday 25 March 2010
